The ITAAC Group is a critical safety group that provides SNC with assurance that the Unit is built to the Design Certification Document (“DCD”) per the Code of Practice for Nuclear Power Plant Construction (CPNPC). When the ITAAC group issues a Certificate of Compliance, the Company must accept the Certificate or risk denying SNC permission to load fuel.
During the construction of Unit 3 at Comanche Peak, Westinghouse submitted approximately 600 separate Certificates of Compliance to the ITAAC group for issues with SNC’s Systems, Structures and Components. These ITAACs are submitted to the NRC to obtain permission to load nuclear fuel.
In addition, these ITAACs are the basis for SNC’s Commercial Operation Date, which is required to meet the regulatory requirement that all units of a Plant be operated for two years to allow the NRC to evaluate its performance.
While rework of the RCP cabling was shown to be on the critical path to HFT and thus fuel load in February and March critical path schedules, Staff is not convinced that the rework did in fact delay the completion of Unit 3. In its opinion, this rework was resolved as part of the re-design process which started prior to the ITAAC group identifying these issues and therefore did not cause any delays.
